Instructions
- Cream Butter and Sugars: In a medium bowl, use a mixer or spoon to cream together the softened unsalted butter, packed brown sugar, and granulated sugar until the mixture is smooth and fluffy.
- Add Vanilla and Milk: Mix in the vanilla extract and milk until fully incorporated, creating a creamy base for the dough.
- Mix in Heat-Treated Flour and Salt: Gradually add the heat-treated all-purpose flour and salt to the wet ingredients, stirring until a soft, pliable dough forms.
- Fold in Chocolate Chips: Gently fold the mini chocolate chips into the dough to evenly distribute throughout.
- Shape Dough Balls: Using a small cookie scoop or spoon, form the dough into 1-inch balls and place them on a parchment-lined tray or baking sheet.

Notes
- To safely enjoy raw flour, heat-treat it by spreading on a baking sheet and baking at 350°F for 5–7 minutes or microwaving in a bowl for 1 minute and 15 seconds, stirring every 15 seconds. Allow to cool completely before using.
